New Opportunities for Lower Class Families

Finally, after years of separation, the road to closing the gap between the wealthy and the poor is getting a little smaller. The government just signed an agreement meant to supply child-care to those families who really need it.

The goal here is to "help give more Canadian children the best possible start in life and provide more support to families across our country," said Families Minister Jean-Yves Duclos.

The plan? For the next 11 years, $7.5 billion dollars has been allocated to address quality of care, accessibility, affordability, flexibility and inclusivity. The next step is for the federal government to sign three-year agreements, totaling $1.2 billion (part of the $7.5 billion) for each province and territory in the next coming months. The agreement is not meant to be used to subsidize preexisting programs. However, Dulcos said that it does not necessarily have to be used to create new spaces.

The families that will be given priority are low-income, indigenous, single-parent, families located in underserved area, and children under six years of age. The process will take time and will be done step-by-step to ensure that the child-care system focuses on the initial conditions as well as the greatest needs of the families and children of each province and territory.

It has been reported that all of the provinces, minus Quebec will be participating in the deal because they want "to keep  child care solely within its jurisdiction."
